The base chance of getting a 5-Star item is 0.600%, and the consolidated chance is 1.600%. However, before you reach the Pity limit, you still have a chance to get 4-Star and 5-Star items beforehand. Since the Regular Warp Banner has both Light Cones and Characters, you'll be guaranteed either a 4-Star Light Cone or Character at 10 pulls, and a 5-Star Light Cone or Character at 90 Pulls.
